The games objective is to become the champion. No matter how fast you beat all the gym leaders and Elite Four, Gary Oak is always minutes ahead of you. The moment Gary Oak beat Lance, his timer stopped. The runner still has to beat Gary Oak before he can call time.

It's reasonable to say this because you both started your adventure at the same time.
